CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
DECEMBER 8, 2009 MINUTES

The regular meeting of the Catawba Island Township Board of Township Trustees was called to order by chairman William Rofkar on December 8, 2009 at 7:30 p.m. in the conference room.

Present: William Rofkar, Robert Schroeder, Gary Mortus, Matt Montowski, Joe Harvey, Collin Rider, Nick Harvey, Phil Gutkowski, and Pat Cerny. The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the minutes of the last business meeting seconded by Robert Schroeder. All voted aye.

Robert Schroeder made a motion to approve and pay the bills in the amount of $15,506.01 seconded by Gary Mortus. All voted aye.

Correspondence included the Ohio Public Consortium notice on rates regarding Delta Dental. The Hylant Group with the new bonds for Trustees.

Matt Montowski brought three Boy Scouts to the meeting, two being his sons, trying to achieve their first class rank by being good citizens and attending the meeting and speaking to the Trustees after the business meeting.

Phil Gutkowski would like to know the status of the Holiday Village dumpster situation. Pat Cerny replied it was brought before Judge Hany and she was going to discuss extra pick-ups for his dumpster. Moving the dumpster will create other problems. Pat Cerny also stated that Mr. Alexander must remain a law-abiding citizen for a year and listen to her suggestions regarding the fish remains. Gary Mortus suggested telling Doug Alexander to put the dumpster near the pool. Pat Cerny will continue to look into this further. Phil Gutkowski suggested a commercial grinder and the remains go into the sewer system. The township will check with the sanitary engineer. Again, it is the odor that is the problem.

Gary Mortus stated the Police Department needs two new office chairs priced at $560.00 for two. Chief Rogers also requested $1000.00 for uniforms for Jeff Hickman. Pat will check on what was spent on the last new part-time officer.

William Rofkar asked if Bob Christiansen, a Catawba Island Township Volunteer Fireman, could receive a discount on renting the Community Hall for his wedding. William Rofkar stated it has not been done in the past and he does not have a problem with this for someone who has been on the department for several years and done on a case by case situation. Gary Mortus stated he is not in favor of this. Robert Schroeder is also not in favor of this.

William Rofkar said last year, due to the shortage of salt, we did not salt the parking lots very much and salted very little in the subdivisions, but did do the intersections and the main roads normally.
William Rofkar would like to continue this practice this year even though salt is more plentiful this year. He did not see a problem with this last year. Gary Mortus agreed and said he would like to see the salt not put down as heavy on parking lots and subdivisions as was done in the past but do more than was done last year and be conservative.

The sign for “Dogs on Leashes” have been installed in the three parks. William Rofkar and Gary Mortus signed the Township Highway System Mileage Certification at the County Engineers Office certifying that as of December 31, 2009 the township was responsible for maintaining 12.792 miles of public road.

William Rofkar questioned the Marine Max situation. Pat Cerny stated she is working with James Shelley on the parking. Pat Cerny stated she sent copies of the variances that were issued to this property in years past to James Shelley and the manager of Marine Max as they were not aware of the variances granted. Pat Cerny said she told them they cannot park the boats on the north side of the building as the areas must remain unencumbered.

Pat Cerny stated she has received a subpoena to appear in court on December 21, 2009 to testify as a witness in an action pending the State of Ohio vs John R. Moore IV regarding the parcel at 2542 NE Catawba Road.

Gary Mortus made a motion for the township to pay the expenses for the elected officials to attend the Ohio Township Associations Winter Conference in February 2010 seconded by Robert Schroeder. All voted aye.

Gary Mortus made a motion to continue two years with Delta Dental’s program seconded by William Rofkar. Motion carried.
