Meeting Minutes

July 9, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, July 9, at 7:30 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Kevin Wylie, Julie Wylie, Ernest Wylie, Bob Christiansen, Will Moore Jr., Kalen Cap, Reggie Langford, Lawrene Montowski, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the June 25, 2019 Board of Trustees regular meeting minutes and July 2, 2019 special meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $56,252.54. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter of thanks from Jack and Ginger Grummel and Megan and Steve Lovitt of Gem Beach Marina expressing appreciation for the Catawba Island Volunteer Fire Department and Police Department participating in the Fourth of July Parade. Enclosed was a $1,000 donation to the CIVFD in appreciation of all the volunteers who dedicate themselves to serving the community.

A letter from Stephen Lonneman resigning from his position on the Catawba Island Zoning Commission effective June 27.

A letter from Tom Letterhos requesting use of the Community Hall on July 27 for a family function.

Trustees agreed Tom Letterhos could use the Community Hall and waived the rental fee.

A letter from the Ottawa County Engineer’s Office regarding Round 34 SCIP and LTIP funding as administered by the Ohio Public Works Commission.

An invitation from the Ottawa County Emergency Management Agency to attend a meeting with the Ohio Emergency Management Agency to discuss flood risk reduction opportunities.

Notification from the Ohio Division of Liquor Control of a D3 Permit request from Coastal Swing.

Gary Mortus made a motion to waive the hearing for Coastal Swing LLC. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fiscal

Fiscal Officer Karen Shaw presented the June 2019 financial reports and bank reconciliation. There were no questions or concerns.


Zoning

Matt Montowski said there were nine zoning permits issued and one variance applied for in June with a total of $711.96 collected in fees.

Matt Montowski made a motion to appoint Jeff Green to the Zoning Commission for the unexpired term through December of 2019. Gary Mortus seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway said he received a letter from the Ohio Division of Liquor Control regarding a one day permit requested for the Catawba Peach and Wine Fest at Schwan’s Orchard.

Trustees agreed they had no concerns with the event and that John Gangway could sign and return.

Maintenance

Maintenance Supervisor Dan Barlow said they need to replace three broken toilets in the restrooms at Heigel Park. He said the total for three Kohler toilets is $401.18 and maintenance will install.

Trustees agreed the toilets should be replaced and the restrooms should be closed until the necessary repairs are completed.

Dan Barlow and Gary Mortus agreed to attend the preconstruction meeting on July 11 for the township road resurfacing project

Fire

Fire Chief Kevin Wylie reported truck 25 was repaired but had to be returned to have a wheel bearing replaced. He said now the truck has to be taken back to replace the other wheel bearing.

Kevin Wylie reported officers met with the association and they do not have a plan to immediately improve EMT turnout. He said Port Clinton is offering a good service for EMT response.

Will Moore said it was agreed they would like to continue to train, keep EMT’s on the roster, grow the membership, and keep an ambulance in service and run as first responders and EMTs.

New Business

William Rofkar said he attended the Ottawa County Emergency Management meeting regarding flood mitigation.

Karen Shaw said a letter was received from New Perspective Asset Management regarding approval to reimburse some of the charges paid to OPEC-HC (Benovations) at the time the Receivership took over. A check for $7,580.82 was enclosed reimbursing some of the Stop-Loss Coverage and Benovation Administration Fees paid during that time.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 8:07 p.m.
