Meeting Minutes

August 27, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, August 27, at 7:50 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Julie Wylie, Diane Belden, Reggie Langford,
Jeff Green, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the August 13, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last regular payroll and the second quarter CIVFD payroll, in the amount of $107,713.19 which also included a payment of $32,216.40 to Pavement Technology, Inc. for application of an asphalt rejuvenator on various township roads and the administration building parking lot. Gary Mortus seconded the motion.
All voted aye. Motion carried.

Correspondence

A letter from Eagle Beach Wildwood Association President Sam Halstead regarding the increased number of people crossing Sand Road from Eagle Beach and requesting consideration in erecting signs warning of pedestrians crossing.

Notification from the Ohio Division of Liquor Control of a D1 permit transfer to Coastal Swing.

Gary Mortus made a motion to not request a hearing for Coastal Swing LLC. Matt Montowski seconded the motion. All voted aye. Motion carried.

An invitation from the Ottawa County Farm Bureau to a legislative reception September 14.

An invitation from the Ottawa Soil & Water Conservation District to their 68th Annual Meeting and Banquet on September 25.

An invitation from the Ottawa County Community Foundation to Jazz in the Gardens on Sunday, September 15.

Fire

Fire Chief Kevin Wylie said squad 228 will be going in for break service in September.

Matt Montowski made a motion to renew the OSFA A&S insurance policy with Ohio Public Risk Ins. Agency dba VFIS of Ohio for $3,642 effective October 9, 2019 through October 9, 2020.
Gary Mortus seconded the motion. All voted aye. Motion carried.


Maintenance

Maintenance Supervisor Dan Barlow presented a bid for grinding material at the compost facility from Barnes Nursery for $9,700 and a bid from Lake Erie Tree Service for $15,900.

Gary Mortus made a motion to contract with Barnes Nursery for $9,700 for grinding material and rolling compost piles per provided quote. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented quotes from Fremont Fence for $12,388 and Adkins Fence $13,364.18 for a chain link fence 914 feet in length by 6 feet high installed between Marine Max and West Harbor Boat Launch.

Gary Mortus made a motion to contract with Fremont Fence to install 914 feet of chain link fence at the West Harbor Boat Launch per provided quote not to exceed $13,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said all the necessary plumbing issues at the boat launch ramp have been repaired in house and a permit fee was paid to the Ottawa County Sanitary Engineer.

Zoning

Trustees agreed to hold a hearing on September 10 at 6:30 p.m. for a rezoning request of a piece of property at Mon Ami from RE to C2.

New Business

Reggie Langford asked Trustees to consider installing handicap automatic door openers at the front entrance of the administration building.

Trustees agreed automatic door openers are a good idea and agreed to look into the matter for the administration building entrance and also the Community Hall.

William Rofkar made a motion to confirm Trustees agree with the preliminary design and concept of the widening of the road berm of North West Catawba Road from Cemetery Road South to the Sand Road and North West Catawba Road split and agree to commit $190,000 to the Phase II improvement project as requested by the Ottawa County Engineer’s Office. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 8:30 p.m.
