Meeting Minutes

September 10, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, September 10, at 7:30 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Julie Wylie, Craig Koerpel, Rich Winke, Jack DeVore, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the August 27, 2019 Special Meeting minutes and Board of Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $34,135.15. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Bill Van Der Giessen of the Catawba Island Historical Society requesting use of the Community Hall on Tuesday, October 15, 2019 for the Annual Meeting of the CIFS membership and cultural presentation “Events Following the Battle of Lake Erie”.

Trustees agreed the CIHS could use the Community Hall as requested and waived the rental fee.

An invitation from the Ohio Department of Transportation to attend the Rural Consultation meeting on October 3, 2019 to discuss the Statewide Transportation Improvement Program (STIP).

Fiscal

Fiscal Officer Karen Shaw presented the August 2019 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the second half real estate property tax settlement with a net distribution of $603,079.66.

Gary Mortus made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2020 as estimated by the County Auditor. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills. Matt Montowski seconded the motion. Roll Call Vote: Gary Mortus, aye; William Rofkar, aye; and Matt Montowski, aye. Motion Carried.

Zoning

Matt Montowski said there were ten zoning permits issued and three variances applied for in August with a total of $1,260.56 collected in fees.

Police

Police Chief John Gangway said the Bash at the Bay event ran smooth.

Maintenance

Maintenance Supervisor Dan Barlow said the restrooms at the marina are all operational. He said the grinding is complete and they are getting ready for fall maintenance and the leaf vac is ready to go. Dan Barlow said the work in Hickory Ridge subdivision should be complete in the next week.

Fire

Fire Chief Kevin Wylie said in the last month the fire department responded to eight fire calls and 35 EMS calls for a total of 43 calls in August. Kevin Wylie said truck 28 went to Port Clinton Ford for possible repair of the brakes as it is used as a backup squad.

New Business

Craig Koerpel gave an update of the Catawba Island Historical Society and said they are getting ready to close for the season. He said there have been more than 600 visitors to the museum over the summer months. Craig Koerpel asked if the township would spray for spiders outside of the Chapel as per the lease agreement and possibly include spraying for weeds around the sidewalks and parking lot in the future.

Trustees agreed to the outside maintenance at the Chapel as requested.

William Rofkar said they will also look into replacement of the louvered doors on the steeple.

Trustees agreed Trick or Treat will be Thursday, October 31, from 5:30 to 7:30 p.m.

Matt Montowski made a motion to amend the townships property and casualty insurance with Hylant Administrative Services for $2,875 effective June 16, 2019 through June 15, 2020 increasing coverage values as recommended by Ohio Plan Risk Management. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to amend the cemetery rules as proposed by Karen Shaw.
Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to amend the August 27 meeting minutes regarding the motion Trustees agreed with the preliminary design and concept of the widening of the road berm of North West Catawba Road to also include that Trustees agree to commit $190,000 to the Phase II improvement project as requested by the Ottawa County Engineer’s Office. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion.
All voted aye. The meeting adjourned at 8:10 p.m.
