Meeting Minutes

January 14, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, January 14, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Will Moore, David Belden, Janet Traub, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the December 30, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. William Rofkar, aye; Matt Montowski, aye. Motion carried.

Diane Belden made a motion to approve the January 6, 2020 Board of Trustees special meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last regular payroll and the CIVFD fourth quarter payroll, in the amount of $75,071.31. The total includes a payment of $32,250 to the City of Port Clinton for fourth quarter contracted EMS services and a payment of $8,910.69 to Morton Salt for salt of which 75% will be reimbursed from the Ottawa County Engineers Office per agreement for providing winter road maintenance on NW Catawba Road. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

The annual notification from Virginia Park, Ottawa County Recorder, regarding Zoning Resolutions and Amendments per the Ohio Revised Code. The fees are $50 for a resolution and $20 for a zoning amendment.

A letter from the Port Clinton Area Chamber of Commerce regarding membership.

A letter from the Ottawa Soil & Water Conservation District extending a discount to Ottawa County Townships, Villages, and Cities on a variety of trees for sale.

An email from Firelands Corporate Health regarding compliance with new Federal Motor Carrier Safety Administration rules and requirement to create a digital account to perform annual electronic database queries of township DOT drivers.

William Rofkar agreed to create and administer the account and work with maintenance supervisor Dan Barlow with regard to township DOT drivers.

Fiscal

Fiscal Officer Karen Shaw presented the December 2019 financial reports and bank reconciliation. There were no questions or concerns.

Fire

Interim Fire Chief Will Moore said new member Craig Hackett would like to take fire training and his first meeting will be next week. Will Moore said Cindy Fregeolle is the newest EMT and has completed her training.

Will Moore reported for the year there were 349 EMS calls and 69 Fire calls (33 of those 69 fire calls were false alarms) for a total of 418 calls in 2019.

Will Moore presented a mileage reimbursement request for Cindy Fregeolle in the amount of $1,365.05 for EMT training completed at Vanguard in Fremont.

Trustees agreed to the mileage reimbursement for Cindy Fregeolle in the amount of $1,365.05.

Will Moore presented a quote for three Mustang Ice Commander Rescue Suits at $695 each for a total of $2,085 from Landfall Navigation.

Will Moore presented a quote from Fire Safety Services, Inc. for $1,413.30 for protective gear for Cindy Fregeolle so she can function on the scene of a motor vehicle accident. He said she is not required to wear traditional fire turnout gear because she is an EMT and not a fire fighter.

Diane Belden made a motion to purchase Paradex coat and pant first responder gear for
$1,413.30 from Fire Safety Services, Inc. for EMT Cindy Fregeolle to wear on the scene of accidents. Matt Montowski seconded the motion. All voted aye. Motion carried.

Will Moore provided a quote from MSA for repair of the thermal imaging camera.

William Rofkar made a motion to approve an expenditure of $680 to MSA for repair of the thermal imaging camera. Diane Belden seconded the motion. All voted aye. Motion carried.

Trustees agreed to reimburse the Catawba Island Fireman’s Association $412 for repair of the multi-gas meter. The Fireman’s Association paid MSA for the repairs in advance.

Police

Police Chief John Gangway said he would like to host the April 23 Police Chiefs Association meeting at the township in the conference room.

John Gangway said he would like to send two police officers to Basic Criminal Investigation training in Cincinnati in February. He said the cost is $350 each plus three nights lodging for each officer. John Gangway said they would drive a patrol vehicle.

Diane Belden made a motion to approve up to $2,000 for travel and training expenses for two township police officers to attend training in Cincinnati. William Rofkar seconded the motion. All voted aye. Motion carried.

Maintenance

Dan Barlow said maintenance personnel are in the process of trying to locate a beat juice source as the current vendor can no longer supply the product. He said both salt bins are now full following a recent delivery. Dan Barlow said Stively Electric will begin work on the electric for the automatic doors at the administration building and at the community hall in the next week.

Dan Barlow presented two quotes for mower related equipment from Bill’s Implement totaling $4,259.

Trustees asked Dan Barlow to see if Bill’s Implement would consider including the cost of the mower equipment in the current lease agreement program.

Dan Barlow presented a quote from S & D Industrial for a Liftgate for the maintenance pickup truck with a total cost of $2,372.

William Rofkar made a motion to purchase a Liftgate for the pickup truck from S & D Industrial for $2,372. Diane Belden seconded the motion. All voted aye. Motion carried.

New Business

Dave Belden said following the recent tragedy and long search for Harley Dilly, it is a stark reminder of the gratitude we all hold for everyone in law enforcement, fire and rescue, and EMS. Dave Belden said on behalf of Port Clinton City Schools, thank you for the services provided by township police and fire personnel.

Janet Traub introduced the idea to Trustees that the Ohio Department of Natural Resources is offering grant proposals to provide funds for various uses including the enhancement of paddle landing sites. She said a lot of erosion has occurred at Scott Point where State Route 53 turns at Pebble Beach and a proposal to bring in more pebbles to enhance the good paddling site along the water trail would be a good use of grant funds. Janet Traub submitted documents regarding the potential for a grant proposal.

Trustees said they were not allowed to spend money on private property but agreed to look into the matter further.

Diane Belden said she has met with Paul Ochs and they are putting together a committee to make a recommendation to the board for Fire Chief.

Trustees signed the 2019 Township Highway System Mileage Certification from the Ohio Department of Transportation certifying that as of December 31, 2019 the township was responsible for maintaining 12.705 miles of public roads.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:35 p.m.
