Meeting Minutes

January 28, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, January 28, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Kent Johnson, Brian Gutman, Will Moore Jr., Louis Wargo, Paul Ochs, Tina Ochs, David Belden, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the January 14, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $54,448.46. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ottawa County Prosecuting Attorney James VanEerten, Ottawa County Sheriff Stephen Levorchick, and Matt Gandee, Commander OCDTF regarding the Ottawa County Drug Task Force Funding for 2020 and a request for a contribution proportionate to the population in our political subdivision.

William Rofkar made a motion to approve a donation of $3,250 to the Ottawa County Drug Task Force. Diane Belden seconded the motion. All voted aye. Motion carried.

A letter from the Ottawa Soil and Water Conservation District regarding the Ottawa Agricultural Community Breakfast scheduled for March 20 at St. John’s Lutheran Church in Oak Harbor.

Fire

Interim Fire Chief Will Moore said new member Craig Hackett is enthusiastic and interested in taking a volunteer fire fighting course. He said they hope to get him enrolled in a class soon.

Will Moore said the fire department would like to order three Mustang Ice Commander Rescue Suits at $695 each for a total of $2,085 from Landfall Navigation.

Diane Belden made a motion to purchase three Mustang Ice Commander Rescue Suits for $695 each from Landfall Navigation for a total of $2,085. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees agreed the Fiscal Officer could reimburse the fire department $146.83 for an expense covered by Put in Bay Boat Line for insurance to ship CIVFD equipment for repair.

Maintenance

Maintenance Supervisor Dan Barlow said the automatic door openers will be installed in the next week at both the Community Hall and the Administration Building.

Dan Barlow said he spoke with Bill’s Implement regarding the mower accessories he inquired about purchasing at the last meeting. Dan Barlow said a representative from Bill’s Implement said the attachments could be made to adapt to future mowers in the lease trade-in program.

Diane Belden made a motion to purchase an electric EZ dump from seat attachment and a 61” 3-bag system from Bill’s Implement for a total of $4,259. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Chief Kent Johnson presented a final written Port Clinton Fire and Rescue EMS Run Summary for 2019 and discussed total calls to Catawba Island for October 1, 2019 through December 31, 2019.

William Rofkar said Janet Traub was at the last meeting inquiring about the feasibility of an Ohio Department of Natural Resources grant. William Rofkar said he contacted ODNR and was informed the grant was only for use on government owned or government controlled property. He said Pebble Beach is privately owned and therefore they could not pursue the ODNR grant. William Rofkar said he shared his findings with Janet Traub.

Trustee Diane Belden said a committee of five including herself, CIVFD Association President
Paul Ochs, past Fire Chief John Gangway, community member Mark Kelley, and fire department member Brad Busby interviewed two individuals for Fire Chief and the committee recommends the appointment of Kevin Gibbons for Fire Chief.

Diane Belden made a motion to appoint Kevin Gibbons as Catawba Island Fire Chief with a monthly salary stipend of $300 effective February 2020. William Rofkar seconded the motion.
All voted aye. Motion carried.

Matt Montowski said the new Fire Chief will be sworn in at the next regular Trustee meeting scheduled for Tuesday, February 11, at 7:30 p.m.

Matt Montowski said the Parks Board would like to start a Facebook page. In addition, he said the Parks Board would like to see a “Friends of Catawba Island Parks” 501c3 group formed.

William Rofkar said he is concerned about a group collecting money and the appearance the money would be going to the Parks Board and such a group could have no affiliation with the Trustees.

William Rofkar made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 8:20 p.m.
