Meeting Minutes

February 25, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, February 25, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Kevin Gibbons, Jack Madison, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the February 11, 2020 Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $60,119.79. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter was read from the Neighbors of Maplewood Allotment regarding a rental property located at 4095 N. Crogan and the current renters discarding empty boxes in the backyard and not complying with allotment standards.

Matt Montowski said he contacted the home owner and the matter has been addressed acceptably.

A letter from Linda Snyder of the Catawba Island Historical Society requesting use of the Community Hall on May 13 and June 3 for two CIHS functions.

Trustees agreed the Catawba Island Historical Society could use the Community Hall as requested and waived the fee.

An invitation from the Ottawa Soil & Water Conservation District to the Ottawa County Agricultural Community Breakfast Friday, March 20, at St. John’s Lutheran Church in Oak Harbor. The speaker will be Kirk Bloir, the OSU Extension Assistant Director and State 4-H Leader.

An invitation from the Ottawa County Farm Bureau to the Annual Legislative Breakfast Friday, March 27, at the Bay Township Hall.

A letter from Main Street Port Clinton encouraging involvement in upcoming events and a flyer listing 2019 accomplishments.

A letter from the Ottawa County Board of Elections and final notice in preparation of the primary election Tuesday, March 17, at the Community Hall.

Fiscal

Fiscal Officer Karen Shaw presented the January 2020 bank reconciliation. There were no questions or concerns.

Karen Shaw said the Annual Financial Report for the year ending December 31, 2019, has been submitted and that notification was sent to the Port Clinton News Herald for publication.

Fire

Fire Chief Kevin Gibbons said Jeff Kennedy was formerly a Fire Lieutenant with the department and had to quit due to his job. Kevin Gibbons said Jeff Kennedy’s situation has changed and he would like to come back to the department.

Diane Belden made a motion to accept Jeff Kennedy back on the fire department for a one year probationary period. William Rofkar seconded the motion. All voted aye. Motion carried.

Kevin Gibbons reported the Catawba Island Volunteer Fire Department recently recognized the following service anniversaries at their Annual Wives’ Night Appreciation Dinner.

Erin Binder, 5 Years of Service John Gangway, 40 Years of Service
Brian Washburn, 5 Years of Service Ernie Wylie, 40 Years of Service
Louis Wargo, 15 Years of Service Dan Barlow, 50 Years of Service
Will Moore Jr., 20 Years of Service

Diane Belden submitted a letter of resignation received from Briana Busby.

William Rofkar made a motion to accept the resignation of fire department member Briana Busby. Matt Montowski seconded the motion. All voted aye. Motion carried

Police

Police Chief John Gangway presented a quote for five Colt M4 5.56 MM rifles and related ammunition and cases for use by the police department.

Diane Belden made a motion to purchase five Colt rifles from Kiesler Police Supply for $5,916.85 per provided quote. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Matt Montowski presented revised administrative zoning fees as reviewed and submitted by the zoning inspector.

Matt Montowski made a motion to accept the zoning fee increases as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to renew the healthcare plan with Anthem Blue Cross/Blue Shield for all eligible employees and elected officials as presented by Ohio Insurance Services Agency, Inc. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:00 p.m.
