Meeting Minutes

August 11, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, August 11, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Ernie Wylie, Holly Bucci, Ann Rumpf, Tammy Manley, Andrea Kummero,
Dave Belden, Jack Madison, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the July 28, 2020 Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the regular payroll, in the amount of $43,043.41. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from John Smothers stating Andrea Kummero would make a good addition to the Parks Board.

A letter from Ottawa County Auditor Jennifer Widmer announcing the Auditor’s office was able to forgo collections for the REA fees for the second half settlement of 2020, allowing subdivisions to keep an additional $437,000 total.

Fiscal

Fiscal Officer Karen Shaw presented the July 2020 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the second half real estate property tax settlement with a net distribution of $601,223.25.

William Rofkar made a motion to adopt a Resolution accepting and certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2021 as estimated by the County Auditor. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills. Diane Belden seconded the motion.
Roll Call Vote: Diane Belden, aye; Matt Montowski, aye; William Rofkar, aye. Motion carried.



Maintenance

Maintenance Supervisor Dan Barlow presented an estimate from C.L. Fox Contractors, Inc. for $12,640 to repair a 12” storm sewer across Weyhe Road. The estimate does not include asphalt repair.

William Rofkar made a motion to approve a contract with C.L. Fox Contractors not to exceed $12,640 to repair the storm sewer per provided estimate. Any changes must be approved in advance. Diane Belden seconded the motion. All voted aye. Motion carried.

Fire

Diane Belden said the Catawba Island Fire Department had nine fire runs and eleven EMS runs in the month of July for a total of 20 calls. Diane Belden said the fire department agreed to be present for a fireworks display being presented at the Catawba Island Club on September 6.

New Business

William Rofkar said the Speed Zone Study for Twin Beach Road was completed and a report has been received.

Diane Belden said Wreaths Across America is scheduled for Saturday, December 19, and wreaths will be placed at Catawba Island Cemetery due to generous donations by members of the community.

William Rofkar said as recently discussed the property at E. Channel Drive was mowed by township personnel and the property owner will be assessed the fee on their tax duplicate.

Matt Montowski said after recent discussions with our risk management team he is proposing a new volunteer application form for zoning board and parks board membership.

William Rofkar said he feels the proposed application is cumbersome and is only in favor if it is absolutely necessary. William Rofkar said he is interested to know if the county prosecutor says it is necessary to approve a new application.

Diane Belden said she would like to speak with a member of the risk management team regarding the proposed application.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:05 p.m.
