Meeting Minutes

October 13, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, October 13, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Gibbons, Ernie Wylie, Randy Cloonan, Heidi Christopher,
Elizabeth Granzier, John Granzier, Jack Madison, Ann Rumpf, and Randy Riedmaier.

The Pledge of Allegiance was recited by all followed by a moment of silence in honor and remembrance of Rev. Kurt Borows, Jr., Chaplain of the Catawba Island Volunteer Fire Department for 42 years.

William Rofkar made a motion to approve the September 22, 2020 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last two payrolls, in the amount of $280,844.10. The total includes a payment of $156,032.68 to the Ottawa County Engineers’ Office for the road resurfacing of Moores Dock and Beach Club Roads as well as payments to The Kreimes Company totaling $29,117 for various road and parking lot repairs. Also included in the total is a payment of $32,250 to The City of Port Clinton for Emergency Medical Services for the third quarter and a payment of $6,402.85 to Selking International for work on the leaf vacuum truck. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ottawa County Prosecuting Attorney James VanEerten, Sheriff Stephen Levorchick, and OCDTF Commander Matt Gandee regarding Ottawa County Drug Task Force 2021 Funding and a request for a contribution proportionate to the population in our political subdivision.

A letter from the Ottawa County Board of Elections and final notice of the General Election to be held Tuesday, November 3.

Fiscal

Fiscal Officer Karen Shaw presented the September 2020 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were twenty two zoning permits issued in September and six variances with a total of $3,043.42 collected in fees.

Police

Police Chief John Gangway said the fiber optics to the township buildings will be upgraded on October 22 at no cost to the township but the phone and internet service may be interrupted.

Maintenance

Maintenance Supervisor Dan Barlow presented two estimates to replace the catch basin in front of the fire department and add a new catch basin in front of the maintenance building and tie it into the existing storm drain; Gill Construction $6,575 and Buckeye Excavating & Construction $13,500.

William Rofkar made a motion to approve a contract with Gill Construction, LLC for $6,575 to replace one catch basin and add a new catch basin per the estimate provided. Any changes must be authorized in writing. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented an estimate from Pavement Technology, Inc. to apply Reclamite asphalt rejuvenator to Beach Club and Moores Dock Roads for a total of $12,617.62. The Reclamite surface application extends the life of roads by three to five years.

William Rofkar made a motion to contract with Pavement Technology, Inc. to apply Reclamite asphalt rejuvenator to Beach Club and Moores Dock Roads for $12,617.62. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented estimates to grind wood material and haul off site, roll remaining material and move piles at the compost facility; Barnes Nursery $10,440 and Lake Erie Tree Service $9,350.

William Rofkar made a motion to contract with Lake Erie Tree Service for $9,350 for grinding at the compost facility per provided estimate. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented a quote from Selking International for repairs and maintenance to the 2003 International for a total of $3,522.40.

William Rofkar made a motion to approve a contract with Selking International for maintenance and repairs to the 2003 International for $3,522.40. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented an estimate from Judco, Inc. to install a load sense pump and LED lights on the maintenance truck for a total of $3,400.

William Rofkar made a motion to approve a contract with Judco, Inc. to replace a load sense pump and LED lights on the maintenance truck. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve two contracts with Judco, Inc. as previously approved in January of 2019 however, the work was not completed in 2019. Rehab of the central hydraulic system on maintenance dump truck for $19,655 and Refurb of the dump body, electrical system and misc. for $31,680 per quotations provided in 2019. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve a Then and Now Purchase Order for The Kreimes Company in the amount of $2,940 for the emergency asphalt repair made at the end of Muggy Road. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve a Then and Now Purchase Order for the Ottawa County Engineer in the amount of $6,500 to cover the allowable overage for the resurfacing of Moore Dock and Beach Club Roads. Matt Montowski seconded the motion. All voted aye. Motion carried.


Dan Barlow said the playground mulch has been replaced with certified mulch at Heigel Park and the play area behind the fire station.

Dan Barlow said consideration should be made in the future for expanding the cemetery.

Fire

Fire Chief Kevin Gibbons said he and the Catawba Island Volunteer Fire Department officers recommend the Trustees sell Truck 230, the retired 1986 ambulance that currently serves as a utility vehicle and Squad 227, the 1991 ambulance. Kevin Gibbons said both vehicles have served the community well but are no longer necessary.

William Rofkar made a motion to declare Squad 230 and Squad 227 surplus and to be sold at auction on GovDeals.com. Matt Montowski seconded the motion. All voted aye. Motion carried.

Kevin Gibbons reported that CIVFD members responded to one fire run in September which was a false alarm and seven EMS calls for a total of 8 runs for the month.

Kevin Gibbons said the 1992 engine is in need of repairs and they are taking it in to get an estimate.

Kevin Gibbons said former CIVFD member Genna Blakley had to resign for personal reasons but would like to return to the department at this time. He said a background check and physical are pending Trustees approval. Kevin Gibbons said she will not need additional training at this time because she is still certified.

William Rofkar made a motion to approve Genna Blakley as a CIVFD volunteer firefighter and EMT for a probationary period of one year. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Randy Cloonan presented drawings of the property located at 3611 E Eagle Beach Circle and expressed a desire to build a garage with driveway access to Sand Road. The drawings included a proposed turn around to eliminate the need to back out onto Sand Road.

Correspondence regarding the proposed driveway access were received and read including:

Ottawa County Engineer Ron Lajti stated in an email he did not plan to issue the permit given the logistics of the roadway. Ron Lajti also said he would like to hear the Trustees’ thoughts but felt that section of roadway is tricky enough without more access points.

Catawba Island Police Chief John Gangway replied in an email that he believes any additional driveways, roads, vision obstructions or any other potential projects or requests that negatively impact traffic are ill advised in the stretch of roadway from the West Catawba Road intersection to 2768 Sand Road. He said Eagle Beach Circle has a nearby, easy access to Sand Road and also West Catawba Road from existing subdivision roadways. John Gangway stated he agreed with the decision not to approve a permit for a new driveway.


Maintenance Supervisor Dan Barlow responded to the email noting that other requests such as for a crosswalk in the area and a pull off in another location were denied and felt if this request were allowed others could not be turned down for requesting the same. Dan Barlow said the strip of road is a hazard on a good day without people trying to move into a lane of moving cars.

Randy Cloonan said the location being proposed has good visibility and he is not sure if the county engineer had a chance to review the location.

Matt Montowski said the Ottawa County Engineer is the permitting authority and he agrees with Ron Lajti as well as township personnel John Gangway and Dan Barlow who traverse the road daily. Matt Montowski said he does not feel it would be safe to allow a driveway access in that stretch of road.

William Rofkar said they rely heavily on the advice of the Ottawa County Engineer and he would hate to deviate from Ron Lajti’s recommendation. William Rofkar said from personal experience driving through the area he agrees it is not a good idea to add another driveway access.

John Granzier said he and his wife Elizabeth are in the process of purchasing the now closed Orchard Side Motel on NE Catawba Road with the intent to open a restaurant and bar. He said in order to do so they may need to transfer in a liquor license and asked if the Trustees had any concerns with the transferring in of a liquor license.

Trustees agreed a restaurant and bar is a legally permissible use of the C3 zoned property and they did not have any concerns.

William Rofkar made a motion to approve a donation of $3,250 to the Ottawa County Drug Task Force for 2021 Funding. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adopt the following Resolution:

WHEREAS, the Coronavirus Aid, Relief, and Economic Security Act, 116 Public Law 136, (the CARES Act) was signed into law by the President of the United States on March 27, 2020; and

WHEREAS, the Ohio General Assembly established a process for distributing funds provided by the “Coronavirus Aid, Relief, and Economic Security Act” in House Bill 481 of the 133rd General Assembly (HB 481); and

WHEREAS, HB 481 requires subdivisions receiving funds under Section 1 of the act, to pass a resolution affirming that funds from the County Coronavirus Relief Distribution Fund may be expended only to cover costs of the subdivision consistent with the requirements of section 5001 of the CARES Act as described in 42 U.S.C. 601(d), and any application regulations before receiving said funds; and

WHEREAS, Catawba Island Township is requesting its share of funds from the Ottawa County Coronavirus Relief Distribution Fund.


NOW THEREFORE, be it resolved that the Board of Trustees of Catawba Island Township affirms that all funds received from the Ottawa County Coronavirus Relief Distribution Fund pursuant to HB 481 be expended only to cover costs of the Township consistent with the requirements of section 5001 of the CARES Act as described in 42 U.S.C. 601(d), and any applicable regulations and guidance only to cover expenses that:
(1) Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19);
(2) Were not accounted for in Catawba Island Township’s most recently approved budget as of March 27, 2020; and
(3) Were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.

FURTHERMORE, in compliance with HB 481, be it resolved by the Board of Trustees of Catawba Island Township that the Catawba Island Township Fiscal Officer take all necessary action to:
(1) On or before November 20, 2020, pay any unencumbered balance of money in the Catawba Island Township’s local coronavirus relief fund to the Ottawa County Treasurer;
(2) On or before December 28, 2020, pay the balance of any money in the Catawba Island Township’s local coronavirus relief fund to the state treasury in the manner prescribed by the Director of the Ohio Office of Budget and Management; and
(3) Provide any information related to any payments received under HB 481 to the Director of the Ohio Office of Budget and Management as requested.

Matt Montowski seconded the motion. The roll being called: Matt Montowski, aye;
William Rofkar, aye. Motion carried.

William Rofkar made a motion to adopt a resolution that the Catawba Island Township Board of Trustees request that the Ottawa County Auditor add a Coronavirus Relief Fund to our Amended Certificate in the amount of $164,082.20 and the Trustees have agreed to appropriate the money in 2020. Matt Montowski seconded the motion. Vote on the motion: Matt Montowski, aye;
William Rofkar, aye. Motion carried.

William Rofkar said he would like to pursue moving future clean up days to a new location where a more controlled environment can be maintained and residents’ identification can be checked. He said he would also like to see the collection event reduced from five days to possibly three days.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 9:00 p.m.
