Catawba Island Township Board of Township Trustees

Meeting Minutes

December 22, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, December 22, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Matt Montowski, William Rofkar, Diane Belden, Karen Shaw, Dan Barlow,
John Gangway, Dave Belden, and Randy Riedmaier

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the December 8, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $68,435.61. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Bureau of Workers’ Compensation to inform that CompManagement Health Systems, Inc. and CareWorks have combined into one Managed Care Organization (MCO) and due to the merger, CompManagment Health Systems, Inc. will become our new MCO effective December 18, 2020.

A letter from Ohio Insurance Services Agency, Inc. regarding the township’s Anthem BC/BS SOCA Benefit Plan and May 1, 2021 healthcare renewal.

A letter from Ohio Insurance Services Agency, Inc. offering Affordable Care Act (ACA) Small Employer Reporting Program for the 2020 tax year. The cost for the program is a Small Employer Group Annual Fee off $50 plus $15 per employee.

Trustees agreed to continue participation in the ACA Small Employer Reporting Program for the 2020 tax year.

An email from Bruce Buckingham regarding owl banding research data for the 2020 fall banding at the Catawba Nature Preserve.

An email from Craig Miller of the Ottawa County Engineers’ Office regarding future township paving projects.

Fiscal

William Rofkar made a motion to approve temporary appropriations for 2021. Diane Belden seconded the motion. All voted aye. Motion carried.


Police

Police Chief John Gangway provided a quote from Catawba Security for $449.95 for an additional camera to be mounted on the administration building. Monitoring the area is part of a continued effort to eliminate illegal dumping in and around the recycling containers.

John Gangway said the bullet proof vest for the new part-time officer has been received.

John Gangway also said he would like to replace the 2013 police car next year.

Maintenance

Maintenance Supervisor Dan Barlow presented a proposal from Wellington Implement for a Case IH compact Farmall 55C tractor for $38,309.69. A second proposal was presented for $31,809.69 which included $6,500 for trade-in of the John Deere 4700 tractor w/loader and mower currently used by township maintenance personnel.

Trustees agreed to hold off making a decision on the new tractor until 2021.

William Rofkar said the West Catawba Road widening project is still planned for next year. He said the Engineers’ Office is still in need of easements from six property owners.

Fire

Diane Belden said Santa and his elves drove around the community on a Catawba Island Volunteer Fire Department truck on Saturday, December 19, and passed out candy.

Diane Belden said the fire department would like to purchase a new truck for $232,882 and would like approval in January as the delivery time is approximately 300 days.

New Business

Diane Belden thanked Dan Barlow and his crew for work with the Wreaths Across America ceremony. She said the ceremony was nice and community youth were involved as Noah Shaw played taps and Rachel Spicer sang the National Anthem.

Karen Shaw reported there were 39 burials in 2020 and 35 cemetery deeds were issued.

Reorganization

Chairman Matt Montowski turned the meeting over to Fiscal Officer Karen Shaw for the purpose of electing a Chairman for 2021.

Karen Shaw asked for nominations for Chairman for 2021.

William Rofkar made a motion to appoint Diane Belden as Chairman for the calendar year 2021. Matt Montowski seconded the motion. Vote: William Rofkar, aye; Matt Montowski, aye; and Diane Belden, aye. Motion carried


Karen Shaw declared Diane Belden Chairman for 2021 and turned the meeting over to her.

Diane Belden asked for nominations for Vice Chairman for 2021.

Matt Montowski made a motion to appoint William Rofkar as Vice Chairman for the calendar year 2021. Diane Belden seconded the motion. Vote: William Rofkar, aye; Diane Belden, aye; and Matt Montowski, aye. Motion carried

The Trustees agreed the Township meeting dates and times will remain the same at 7:30 p.m. the second and fourth Tuesdays of each month.

The Trustees agreed to maintain oversight of the following departments in 2021: Matt Montowski, Zoning; Diane Belden, Police and Fire; William Rofkar, Roads, Cemetery and Buildings.

The Trustees agreed Matt Montowski will continue to serve on the Regional Planning Board and
Diane Belden will serve as the alternate. William Rofkar will serve on the Port Clinton City Schools Business Advisory Board. Chairman Diane Belden will attend the Ottawa County Health Department annual meeting. Diane Belden and William Rofkar will serve as Board Members on the Volunteer Fire Fighters’ Dependents Fund Board and Diane Belden will serve as the Volunteer Fire Fighters’ Dependents Fund Board Chairman.

Trustees agreed Catawba Island resident John Carroll shall serve as the Civilian member of the Volunteer Fire Fighters’ Dependents Fund Board.

Matt Montowski made a motion to reappoint Tim McKenna to the Board of Zoning Appeals for a five year term expiring December 2025 and reappoint Flint Heidlebaugh and Brian Caldwell as BZA alternates for one year terms expiring December 2021. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to reappoint Jordan Davenport to the Zoning Commission for a five year term expiring December 2025 and reappoint Gregory Hart and Matt Gottron as Zoning Commission alternates for a one year term expiring December 2021. William Rofkar seconded the motion. All voted aye. Motion carried.

The Catawba Island Township Zoning Land Use Plan remains in full force and effect through March 24, 2025.

Matt Montowski made a motion to continue paying members of the Zoning Commission and Board of Zoning Appeals a mileage and meeting allowance of $50 per meeting. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to reappoint Reggie Langford, Brad Schwan, Brian Washburn, and Jack Madison to the Park Board for a one year term through 2021. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to keep the current cemetery fee schedule, zoning fees, and community hall rental fees the same for 2021. Matt Montowski seconded the motion. All voted aye. Motion carried.


William Rofkar made a motion to increase the pay rate of part-time police officer Austin Troike from $15.00 to $17.00 per hour effective the pay period beginning Monday, December 21, 2020. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to increase the hourly rate of all other part-time and full-time employees by 3% effective the pay period beginning Monday, December 21, 2020 (part-time employees include Patty Cable, Todd Bickley, and Ernie Wylie) and then increase the pay rate of Devin Pollock and Rob Schraidt an additional $3.00 above the 3% increase. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to increase the casual labor wage rate from $15.00 to $16.00 per hour effective the pay period beginning Monday, December 21, 2020. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to provide health care coverage to all eligible township employees and elected officials in 2021. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to continue to purchase police uniforms and related items for officers from approved suppliers or reimburse officers for said items with an annual allowance for full-time officers of $650 and part-time officer(s) $250. The unused balance of the annual allowance shall not be carried over from year to year. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees agreed the mileage reimbursement rate will continue to be the same as the IRS mileage reimbursement rate. The IRS mileage rate for 2021 is .56 cents per mile.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:45 p.m.
