Meeting Minutes

January 12, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, January 12, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: William Rofkar, Diane Belden, Karen Shaw, Dan Barlow, John Gangway, Dave Belden, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the December 22, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $73,653.29 year to date in 2021 and $24,350.05 for final payments made in 2020. The total includes a payment of $32,250 to the City of Port Clinton for emergency medical services for the fourth quarter of 2020. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from James Jessen expressing an environmental concern for the area on Route 53 near the new farm market called The Orchard. She expressed new lighting has made a huge contribution to light pollution in an area that has been traditionally very noncommercial and safety concerns with the fire ring.

Diane Belden said she spoke with the farm market owners and will inform James Jessen that the holiday string lights will be taken down soon and the business owners are going to try to redirect the security light. In addition, Diane Belden said the issue with the fire ring has been addressed with employees.

A letter from the Ottawa County Engineer’s Office regarding the Annual Condition Bridge Report and summary.

A letter from the Ottawa County Auditor regarding Zoning Resolutions and Amendments. Fees are $50 for a zoning resolution and $20 for a zoning amendment.

A packet from the Ohio Department of Transportation regarding eligibility to apply for the 2021 Township Safety Sign Upgrade Grant.

Maintenance Supervisor Dan Barlow said all township signs have been upgraded.

A letter from the Ottawa County Community Foundation and request for a gift in support of their Mission of Doing Good. Forever.

A letter from Leadership Ottawa County regarding the Virtual Leadership Institute, a ten week program for local and aspiring leaders.


Fiscal

Fiscal Officer Karen Shaw presented the December 2020 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2021.

Diane Belden made a motion to adopt the Annual Appropriation Resolution for the Fiscal Year 2021 as presented by the Fiscal Officer in the amount of $4,960,300. William Rofkar seconded the motion. Vote on Motion: Diane Belden, aye; and William Rofkar, aye. Motion carried

William Rofkar made a motion to allow the Fiscal Officer to create Blanket Certificates in 2021
not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. Diane Belden seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to transfer $100,000 from the General Fund to the Gas Tax Fund for the purpose of paying salaries, operating supplies, contracted services, etc. related to the repair and maintenance of township roads. Diane Belden seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve three Then and Now Purchase Orders:

1. Lexipol in the amount of $2,895 from Police Fund account 2191-210-420 operating supplies for a one year law enforcement policy manual update;
2. Don’s Body Shop in the amount of $2,277.21 from General Fund account 1000-330-323 repairs and maintenance for repair of the maintenance truck per provided estimate;
3. Compass Minerals for $7,732.17 from Gas Tax Fund 2021-330-420 operating supplies to purchase salt for winter road maintenance.

Diane Belden seconded the motion. All voted aye. Motion carried.

Zoning

Karen Shaw said there were two zoning permits issued in December and three variances with a total of $926.72 collected in fees.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 7:40 p.m.
