Meeting Minutes

March 23, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, March 23, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, Kevin Johnson, John Gangway, Dan Barlow, Jack Madison, Dave Belden, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the March 9, 2021 Board of Trustees regular meeting minutes as received. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $56,857.01. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A Resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

An email from Craig Koerpel regarding opening day for the Catawba Island Historical Society set for Saturday, May 8, and their desire for a brief ceremony at noon announcing the listing of the Union Chapel into the National Register of Historic Places and displaying a custom plaque.

Fiscal

Karen Shaw said the township received the first half Real Estate Property Tax Settlement in March with a net distribution of $931,894.43.

Fiscal Officer Karen Shaw said in order to simplify payroll processing she recommends the following appropriation transfers: Within the General Fund transfer $7,000 from 1000-760-730 Improvement of Sites and add $3,000 to 1000-120-211 OPERS, $500 to 1000-120-213 Medicare, $3,000 to 1000-610-211 OPERS, and $500 to 1000-610-213 Medicare; within the Gas Tax Fund transfer $8,000 from 2021-330-360 Contracted Services and add $7,000 to 2021-330-211 OPERS and $1,000 to 2021-330-213 Medicare; within the Cemetery Fund transfer $4,000 from 2041-410-599 Other Expenses and $3,200 from 2041-410-323 Repairs and Maintenance and add $6,500 to 2041-410-211 OPERS and $700 to 2041-410-213 Medicare; within the Fire Fund transfer $1,500 from 2192-220-381 Property Insurance Premiums and add $1,500 to 2192-220-211 OPERS.

Matt Montowski made a motion to approve the line item transfers as recommended by the Fiscal Officer. William Rofkar seconded the motion. All voted aye. Motion carried.

Police

Jack Madison expressed a concern for the Frontier pole leaning across Cemetery Road.

Police Chief John Gangway said there have been several calls placed to Frontier and they are aware of the leaning pole and plan to repair.

Maintenance

William Rofkar confirmed Spring Clean Up will be Thursday and Friday, April 22 and 23, from 9:00 a.m. to 7:00 p.m. and Saturday, April 24, from 9:00 a.m. to 2:00 p.m. at the Compost Facility on Cemetery Road. He said proof of residency will be required. William Rofkar said the Compost Facility will be closed from Wednesday, April 21 through Sunday, April 25, except during the scheduled clean up hours.

Trustees approved overtime for police officers to monitor the entrance during clean up days.

William Rofkar said maintenance personnel will load mulch Saturday, April 17, from 8:00 a.m. to noon and also the first four Saturdays in May including May 1, 8, 15, and 22. He said personnel will not load mulch the Memorial Day holiday weekend.

William Rofkar said he reviewed township roads with Maintenance Supervisor Kevin Johnson and they agreed maintenance personnel will crack seal Muggy, Twinbeach, Schoolhouse, Weyhe, and Rittenhouse this summer. He said the roads to be considered for paving in 2022 or 2023 include Porter, the other half of Converse, Catawba Woods, Balliette, and Norma.

New Business

William Rofkar made a motion to approve a donation in the amount of $200 to the American Legion Post #113 of Port Clinton for observing Memorial Day at Catawba Island Cemetery.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to renew the Ohio Township Association 2022 Workers’ Compensation Group Rating Program contract through Sedgwick’s workers’ compensation third party administration services, formerly CareWorksComp, for $1,620. Services for the annual contract period beginning July 1, 2021. Policy year group rating enrollment for 1/1/2022 to 12/31/2022. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve the purchase of a bronze plaque for the Catawba Union Chapel from CenTec Cast Metal Products, Inc. per provided quote for $867. Matt Montowski seconded the motion. All voted aye. Motion carried.

Karen Shaw said a decision was made last March to close the Community Hall due to the COVID pandemic after the Catawba Island Club had paid a fee of $1,200 for overflow parking at the hall ($300 each for four weekends). She said the Catawba Island Club did not request a refund of the overflow parking fee although they likely experienced limited event attendance in 2020 due to the pandemic. Karen Shaw said the CIC is now requesting use of the Community Hall parking lot for overflow parking in 2021 and the hall remains closed.

Matt Montowski made a motion to allow CIC to utilize the Community Hall parking lot for overflow parking the weekends of April 30 - May 2, May 28-31, July 1-4, and September 3-6 and waived the rental fee. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to pass a Resolution to participate in the Ohio Department of Transportation’s Road Salt Contracts Awarded in 2021 and request 250 tons of salt.
Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2021 and stripe the roads as listed below. Matt Montowski seconded the motion.
All voted aye. Motion Carried.

New Business (Continued)

Matt Montowski said the local Boy Scouts would like to hold a Camp Alaska in the Nature Preserve and around the pond Saturday, April 27.

Trustees agreed the Boy Scouts could hold Camp Alaska as requested.

Diane Belden said she attended the Ottawa County Health Department meeting where the focus was Covid related. She said she asked Health Commissioner Gerald Bingham about opening the Community Hall. Diane Belden said the Health Commissioner said he believed it would be safe to rent the Community Hall with the capacity determined on the adequate social distance of six feet apart with maximum parties of ten per table. Diane Belden said the Health Commissioner also said he believes many of the restrictions will be removed soon as cases are going down.

Matt Montowski said banquet halls and catering facilities for weddings and proms operate as a business and are set up to make sure tables are six feet apart with ten people to a table and workers are present to make sure guidelines are being followed. He said no one is at the Community Hall when rented to make sure guidelines are being followed.

Diane Belden made a motion to open the Community Hall for rental following guidelines as of
May 1, 2021. William Rofkar seconded the motion.

William Rofkar said the township is an extension of the state government and the Governor has said things will open when the cases are down to 50 or fewer new cases per 100,000 people. William Rofkar said he is confident things will open in the future but he is not comfortable saying that will happen by May 1. He said we are not able to police rental of the hall and with the current restrictions he is not comfortable opening the hall for rental.

Vote on the Motion: Diane Belden, aye; Matt Montowski, no; William Rofkar, no. Motion failed.

William Rofkar made a motion to allow Chris Scott to take four days unpaid leave in August to attend a family event since he is in his first year of employment and will not have accrued vacation available to use at that time. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:25 p.m.
