Catawba Island Township Board of Township Trustees

Meeting Minutes

May 11, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, May 11, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Kevin Johnson, Ernie Wylie, Will Moore, Ann Rumpf, Laurie Manning, Randy Riedmaier,
Renee DeVore, and Jack DeVore

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the April 27, 2021 Board of Trustees regular meeting minutes as received. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last regular payroll and the first quarter CIVFD payroll, in the amount of $47,059.31. Included in the total is a payment of $6,475.46 to Republic Services for Spring Clean Up and a payment of $3,648 to Charles E. Harris & Associates for the financial audit. Matt Montowski seconded the motion. All voted aye.
Motion carried.

Correspondence

An email from Craig Miller with the estimates for the roads to be included in the 2022 resurfacing project for a total of $138,531. The five roads include Catawba Woods, Balliette, Norma, Porter, and the remainder of Converse.

Fiscal

Fiscal Officer Karen Shaw presented the April financial reports and the bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were twenty one zoning permits issued in April, six variances, and a map amendment with a total of $3,624.48 collected in fees.

Matt Montowski said an email was received from Jason Lewis of the Ottawa National Wildlife Refuge and he asked if the Trustees would waive the zoning permit fee for developing the parking area for the new Nehls Memorial Nature Preserve on East Muggy Road.

Trustees agreed to waive the zoning permit fee for the Nehls Memorial Nature Preserve.

Police

Police Chief John Gangway presented a quote from Statewide Ford and asked the Trustees to consider the purchase of a 2021 Ford Explorer to replace the 2013 Utility Police Interceptor.

Diane Belden made a motion to purchase a 2021 Ford Explorer Utility Police Interceptor from Statewide Ford through the state bid program for a total of $43,674. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fire

Will Moore reported the fire department is in the process of completing hose testing and preparing for the Chicken BBQ scheduled for Saturday, July 10. He said the barbeque will be drive through only this year and they are working with Police Chief John Gangway to insure adequate traffic flow.
Will Moore said Kevin Howe completed his fire training.

Diane Belden said there were two fire runs and eleven EMS runs for a total of thirteen runs in April.

Maintenance

Maintenance Supervisor Kevin Johnson presented a quote from Davenport Sign and Art for a double sided sign for the Compost Facility entrance.

William Rofkar made a motion to purchase a Compost Facility sign from Davenport Sign and Art for $2,025 including a total of 300 letters and numbers. Matt Montowski seconded the motion.
All voted aye. Motion carried.

William Rofkar confirmed the Fall Clean Up in scheduled for Thursday, Friday, and Saturday, September 23, 24, and 25.

New Business

Laurie Manning from Hylant Administrative Services presented the Ohio Plan Package Proposal for the township’s property insurance for a total of $38,035.

Matt Montowski said the Trustees attended the 2021 season opening of the Catawba Island Historical Society where the plaque was unveiled commemorating the recent inclusion of the
Union Chapel in the National Register of Historic Places.

Matt Montowski said there is a large Indian grinding stone being donated to the CIHS and representatives have asked if township maintenance personnel can help move the stone from its current location in the Cliffs to the Chapel.

Trustees agreed township maintenance personnel do not have the proper equipment to move the large stone.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
