Meeting Minutes

May 25, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, May 25, at 7:30 p.m. in the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Ernie Wylie, Kevin Gibbons, Vicki Wheatley, Dave Belden, Mike Prosser, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the May 11, 2021 Board of Trustees regular meeting minutes as received. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $57,535.57. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A note of thanks expressing appreciation from Jane Spriestersbach, Museum Curator for the Catawba Island Historical Society, for the work and assistance provided by maintenance personnel.

A letter from the Ottawa County Board of Elections regarding Ohio House Bill 500 which permits the electronic certification of Questions and Issues to the Board of Elections.

A memo from Bill Van Der Giessen of Alzo, LLC and Catawba Island Builders, LLC regarding a request for a minor deviation to an existing Planned Unit Development.

Police

Police Chief John Gangway said additional coverage is scheduled for the upcoming holiday weekend.

Fire

Kevin Gibbons presented an application for Catawba Island Volunteer Fire Department membership from David Amerine. He said the applicant has passed a background check and a physical.

Diane Belden made a motion to approve David Amerine as a CIVFD member for a one year probation period. Matt Montowski seconded the motion. All voted aye. Motion carried.

Kevin Gibbons said CIVFD members will be at the fireworks scheduled at Catawba Island Club on May 30, at the golf course. He said Port Clinton EMS will be there as well.

Maintenance

William Rofkar confirmed maintenance will not schedule mulch loading on Saturdays in June. He said maintenance personal recently installed a bike rack at the chapel and a bench at the park.


New Business

Mike Prosser spoke on behalf of Bill Van Der Giessen regarding the request for a minor deviation to the existing Planned Unit Development at Catawba Bay known as the Eastpointe at Catawba Bay. He said the modification of the PUD requests a reduction in the number of units from the original fifty-four (54) to a new total of forty to forty-four (40-44) units because there seems a demand for single units versus duplex units. In addition, the original plan allowed for a zero (0) clearance for all duplex units, and twenty (20) feet between buildings and the modification asks for a side clearance of ten (10) feet between adjoining units.

Mike Prosser said the request reduces the project density between twenty (20) percent and twenty-eight (28) percent.

Matt Montowski said he believes there should be a twenty (20) foot side setback between buildings.

The Trustees agreed they received the request too late in the day to make an immediate decision and need some time to review the PUD and request.

Jack DeVore expressed concern with a cut in the road across Twin Beach Road.

William Rofkar said he will look at the road as occasionally utility companies make temporary cuts across the road but are supposed to repair the road when work is complete.

Vicki Wheatley introduced herself to all those present as the new Parks Board member and thanked the Trustees for the opportunity to serve her community.

Trustees agreed the Community Hall can be opened for rentals again effective June 2 and regular Trustee meetings will return to the Administration Building conference room beginning with the June 8 meeting at 7:30 p.m.

Trustees agreed the Boy Scouts can hold a camporee around the pond on June 4, 5, and 6.

Matt Montowski made a motion to renew the contract with Hylant Administrative Services and Ohio Plan Risk Management, Inc. for township property and liability insurance for the year
June 15, 2021 through June 15, 2022 in the amount of $38,035. William Rofkar seconded the motion. All voted aye. Motion carried

Diane Belden and Matt Montowski attended a ribbon cutting ceremony for the Little Free Library. Diane Belden said The Catawba Stewards of Little Free Libraries and the U.S. Fish and Wildlife Service partnered in reading and dedicated the free library box at the refuge’s West Harbor Landing site on NE Catawba Road north of Route 163.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:05 p.m.
