Meeting Minutes

July 27, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, July 27, 2021 at 7:30 p.m. in the conference room of the administration building.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway,
Kevin Johnson, Kevin Gibbons, Ernie Wylie, Dan Barlow, Reggie Langford, Vicki Wheatley,
Ann Rumpf, Dave Belden, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the July 13, 2021 Board of Trustees regular meeting minutes as amended. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last regular payroll and the CIVFD second quarter payroll, in the amount of $70,122.77. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

Certification from the Ottawa County Board of Health that the amount to be included in the Budget for our Taxing District for support of the General Health District for the fiscal year 2022 is $63,478.20.

A letter from the Greater Port Clinton Area Arts Council regarding the Eddie Adams: Vietnam exhibit, open to the public from August 7 until November 13 at the Arts Garage in Port Clinton.

Maintenance

Maintenance Supervisor Kevin Johnson said Lake Erie Tree Service completed grinding at the compost facility.

William Rofkar said they are going to get quotes for moving some of the mulched material into mounds similar to what is already on the side of the area facing John Braun Park.

William Rofkar said he would like to replace the dumpster at the Community Hall with two 95 gallon totes and keep them inside the building to eliminate misuse. He said the larger dumpster in the parking lot does not accommodate a lock as previously discussed.

Karen Shaw said Morton Salt won the contract for Ottawa County and our cost for salt will be $50.09 per ton for the 250 tons committed to for the township.

Police

Police Chief John Gangway said a tree recently fell on some power lines on West Catawba Road. He said through the course of the power outage it burned up the hard drive in the printer. He said it has been replaced and technical support spent a significant amount of time restoring important information.



John Gangway requested to close Carolina Street and put up barricades on Basin and Poplar on September 26 from approximately 10 to 11:30 a.m. for the Team Mary 5K to be held in Gem Beach.

Trustees agreed to the Gem Beach area road closures for the Team Mary 5K in September.

Fire

Fire Chief Kevin Gibbons said Put-In-Bay returned our fire truck and expressed appreciation for the use of it while their truck was out of service.

Kevin Gibbons presented an application for membership that he said was approved by the executive board of the fire department. He said the applicant has completed a background check and physical.

Matt Montowski made a motion to accept the application from Scott Tanner as a new member of the Catawba Island Volunteer Fire Department for a one year probationary period having completed his background check and physical. William Rofkar seconded the motion. All voted aye. Motion carried.

Kevin Gibbons presented an equipment proposal from Bender Communications.

William Rofkar made a motion to contract with Bender Communications for eight pagers, eight chargers, and six batteries for a total of $4,175 including shipping. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Vicki Wheatley said the Parks Board is planning a Fall Walk for October 2 in the Cedar Meadow Nature Preserve. She said the Parks Board is also considering a fishing derby in the future and they are trying to schedule a speaker to come and talk about nature preserves and our natural resources.

Trustees agreed Trick or Treat will be Sunday, October 31, from 5:30 p.m. to 7:30 p.m.

William Rofkar reported the Ohio Department of Natural Resources awarded up to $562,500 in funding, through the Cooperative Boating Facility Grant, to the township’s West Harbor Public Boat Launch Ramp Project. He said the project will replace the existing restroom facilities, docks, and improve the parking lot at the boat launch facility. William Rofkar said the township facility is open to the public. He said grant recipients must provide matching funds if they charge facility use fees but the township does not charge a use fee. William Rofkar said the grant is funded from fishing license fees.

Diane Belden said she attended the grand opening of the Dr. Robert L. Nehls Memorial Nature Preserve on July 17 and it was well attended. She said the preserve is a nice addition to the township.

Diane Belden and Randy Riedmaier discussed plans for the dedication of the Catawba Island Veterans Memorial Highway planned for Saturday, September 11, at noon.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
