Meeting Minutes
December 28, 2021
The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, December 28, 2021 at 7:30 p.m. in the conference room of the administration building.
In attendance were: Diane Belden, William Rofkar, Karen Shaw, John Gangway, Kevin Johnson,
Kevin Gibbons, Dan Barlow, Kenneth Bogard, David Belden, Ann Rumpf, Tony Corona, Jim Stouffer, Steven May, Nicole DeFreitas, Randy Riedmaier, and Jack DeVore.
The Pledge of Allegiance was recited by all.
William Rofkar made a motion to approve the December 14, 2021 Board of Trustees public hearing minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve the December 15, 2021 Board of Trustees special meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar made a motion to approve and pay the bills, including the last regular payroll, in the amount of $60,759.85. Diane Belden seconded the motion. All voted aye. Motion carried.
Correspondence
A letter from Richard Hansen, President of the Catawba Point Association, to the Police Department expressing appreciation for their hard work and dedication and a donation of $150 for the department.
A letter and summary report from Ron Lajti, Ottawa County Engineer’s Office, regarding the Annual Condition Bridge Report.
Notification from Jim Darr of the Ottawa Sandusky Seneca Solid Waste District regarding the Holiday schedule for recycling drop off. The recycling containers are usually serviced Monday, Thursday, and Saturday but will instead by serviced Monday, Wednesday, and Friday the weeks of Christmas and New Year.

Fiscal
William Rofkar made a motion to approve temporary appropriations for 2022 as presented by the Fiscal Officer. Diane Belden seconded the motion. All voted aye. Motion carried.
Police
Police Chief John Gangway said he would like to send Officer Devin Pollock to Cell Phone and Social Media Data Exploitation training, a 6-day course spread out over three weeks. He said the training location is at the OPOTA Academy in London, Ohio, and tuition is $900 for the course.
Diane Belden made a motion to allow Devin Pollock to attend Cell Phone and Social Media Data Exploitation training at a cost of $900 for the course plus travel expenses. William Rofkar seconded the motion. All voted aye. Motion carried.
Maintenance
Kevin Johnson said the tractor ordered from Wellington last spring may be delivered in early 2022.
Kevin Johnson said the maintenance department is finished picking up leaves for the season and he will get quotes for grinding at the compost facility in early 2022.
William Rofkar made a motion to approve a three year contract with DeAngelo Contracting Services for herbicide spraying on Sand Road around Rock Ledge, at the Ditch Pump area off State Route 53, and at the West Harbor Boat Launch area (will likely not be sprayed in 2022 due to potential project). The cost each year is $3,000 unless spraying is not necessary at the boat launch area and then the cost will be $2,100. Diane Belden seconded the motion. All voted aye. Motion carried.
Fire
Kevin Gibbons requested to send three members to Emergency Response Driving school.
Trustees agreed Jordan Davenport, Jason Wagoner, and Marty Auxter can attend an Emergency Response Driving course for $200 each offered through EHOVE.
Kevin Gibbons discussed a possible upgrade and new software program for the fire department for approximately $1,590 and Box secure cloud storage for $540 renewable annually.
Trustees asked Kevin Gibbons to provide more information about the software program and Box cloud storage.
Kevin Gibbons said the fire department drove Santa Clause around neighborhoods over the Christmas holiday and the department plans to take a fire truck to the Walleye Drop on New Year’s Eve for the Touch a Truck children’s activity.
Diane Belden said Kent Johnson informed her that EMS runs to Catawba ran about $30,000 over the contracted cost in 2021 and he will come to a meeting in January to discuss renewing the EMS contract.
New Business
Kenneth Bogard of East Weyhe Road read a prepared statement regarding the proposed multi use trail he recently heard about and expressed his opposition to any routing of access to trails through his neighborhood. He said any interjection of walkers, bikers, runners, and or pets is going to create a safety hazard with vehicles. In addition, he opposes the nuisance of noise, litter, interruption of access to his home, human safety concerns, a general interruption of a normally peaceful environment, and a lowering of his property value.
Tony Corona of Sunshine Estates Builders presented their plan to move forward with the final development phase on approximately 16 acres that extends the final portion of the 2003 Catawba Island Club Golf Course PUD to Cemetery Road and build 66 detached single family condominiums to be known as Fairway Cottages at Catawba Island Club.
Accordingly, Tony Corona requested a minor deviation of the 2003 CIC Golf Course PUD to replace the remaining 80 of the total approved 136 condominiums with 66 single family condominiums. He said the density on the property remains approximately the same as originally proposed. Tony Corona said the new road connecting to Cemetery Road will be used for construction access only prior to project completion.
William Rofkar made a motion to approve the CIC Golf Course PUD minor deviation as requested from 80 units to 66 detached single family condominiums to be known as Fairway Cottages at Catawba Island Club. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar said he met with representatives from the Ohio Department of Natural Resources at the West Harbor Boat Launch and discussed proceeding with the public boat ramp improvement project in 2022.
William Rofkar made a motion to hire Jakeb Aldrich as a full time maintenance employee at $19 per hour and healthcare benefits with a six month probation period and requirement to obtain a CDL within that time. He said his start date will be the middle of January and is still to be determined. Diane Belden seconded the motion. All voted aye. Motion carried.
Diane Belden thanked Kevin Johnson and the maintenance staff for help with the Wreaths Across America ceremony that took place on December 18.
William Rofkar made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. Motion carried. The meeting adjourned at 8:10 p.m.
