CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
MEETING MINUTES JUNE 8, 2010


The regular business meeting of the Catawba Island Township Board of Trustees was called to order by chairman Gary Mortus at 7:30 p.m. in the conference room on June 8, 2010. In attendance: Gary Mortus, Matt Montowski, William Rofkar, Jack DeVore, Dereck Sprouse, Thomas Welsh, John Gangway, Pat Cerny, Dan Barlow, Keith Fisher and Robert Rogers.

The Pledge of Allegiance was recited by all.

Pat Cerny read the minutes of the May 25, 2010 meeting. There was one correction made. The Board then approved the minutes as read with the one correction.

Matt Montowski made a motion to approve and pay the bills in the amount of $14,932.05 seconded by William Rofkar. Matt Montowski, aye; William Rofkar, aye; Gary Mortus, aye.

Correspondence received:
The Hylant Group from Sandy Burt apologizing for the confusion regarding the Township’s renewal premium and to compensate for their miscommunication, the Ohio Plan underwriter agreed to revise the policy premium.

Ottawa Regional Planning Commission from Todd Bickley, Director, a statement of the annual assessment in support of the Planning Commission for the period July 1, 2010 to June 30, 2011.

From the Board of Elections, the certificate of result of election on question or issue from the May 4, 2010 election regarding the proposal to authorize Trustees to enter into electric aggregation agreements with opt-outs. The vote for yes as on the ballot was 616 and the vote for no as on the ballot was 121. Total vote cast on the issue: 737

Letter to Walter Wehenkel from the United States Department of Commerce copied to Catawba Island Township thanking us for participating in the 2010 Decennial Census Local Update of Census Addresses (LUPA) Program.

Ohio Department of Public Safety Investigative Unit in conjunction with the Ohio Department of Commerce is sponsoring a “Liquor Permit Conference.” Attached is an itinerary and registration information.

Firelands Mechanical Services, Inc. introducing themselves.

Office of Ohio Treasurer, from Shari Long thanking Pat Cerny for attending the Ohio Township Association Winter Conference and receiving 7.0 hours of continuing education toward the annual 6.0 hours.

Ohio Department of Transportation’s Rural Consultation Process for review.

Sprouse Insurance representative, Dereck Sprouse, presented the township with an OTARMA property and liability proposal.

Police Chief Robert Rogers stated the emergency shelters were opened for the storm of June 5th.

Dan Barlow stated all the bids for the roofing are in. The Prosecutor will be contacted to see about the bidding process as there are more buildings involved now than there were originally and can each building be a separate project.

A quote was received from Mullens Tree and Landscaping for the removal of dead wood in the oak tree in the cemetery and other limbs in other trees for $1200.00.

Gary Mortus stated Dan Barlow, Kevin Johnson and Lakecraft worked on the ditch pump that was blocked up with plastic bags.

Dan Barlow stated the road projects should be done this week. The tennis courts and basketball courts have all been sealed and leveled off, and they will be painted and striped and put back in service.

Two tires on the leaf vac were replaced through the cooperative purchasing program through Fanmark for a cost of $800.00. There will be one more run with the leaf vac for this season.

Dan Barlow suggested to the Trustees that someone should be stationed at the compost area to stop people from dumping all the garbage and trash, in this area and to direct people as to where they are to go. There is plenty of signage but no one puts grass and brush in the right places. A trash can was placed for trash and garbage, but someone took the trash can. There are more items coming in like dirt, concrete and railroad ties. Gary Mortus suggested having the maintenance staff taking turns a couple of hours a day as time permits to watch. Robert Rogers stated a lot of trucks go up there in the evening. The police have also been doing spot checks.

Jack DeVore asked if we are going to share the cost of the sewer project in Gem Beach. Gary Mortus stated hopefully it will be a three-way share. There is still not a good answer to this. Jack DeVore also thinks we should start looking into the unlicensed boats in the marinas.

Matt Montowski made a motion to contract with Mullens Tree and Landscaping to remove the dead wood out of the oak tree in the cemetery and the other trees that need maintaining for $1200.00 seconded by William Rofkar. All voted aye.

Two high grass complaints were received regarding 2007 Northwest Catawba Road. Pat Cerny will write a letter to the property owner.
Pat Cerny also stated she was contacted by the owner of 4212 E. Park in the Cliffs regarding the accessory building that is not placed correctly on the lot. She informed the owner that the building could be moved into the rear of the home and she will continue working on this.

Matt Montowski made a motion to participate in Ottawa County’s 2010
Hot Mix program for the following roads: Balliette Drive from Catawba Woods Drive to Karwood Drive in the amount of $53,953.77 and Catawba Woods Drive from Balliette Drive to West Catawba Road in the amount of $20,833.72 seconded by William Rofkar. Matt Montowski, aye; William Rofkar, aye; Gary Mortus, aye.

Matt Montowski made a motion for a resolution/ordinance to adopt the Solid Waste Management Plan for the Ottawa-Sandusky-Seneca Joint Solid Waste Management District seconded by William Rofkar. All voted aye.

Gary Mortus stated he will not be in attendance at the next business meeting.

Gary Mortus stated he is very comfortable with our present property and liability insurance coverage with the Hylant Group. Matt Montowski also stated he is comfortable with the present insurance coverage and the coverage is good and we have been with them for twelve years and are very satisfied with their service. A thank you note will be written to Sprouse Insurance for their proposal and presentation.

William Rofkar made a motion to adjourn seconded by Matt Montowski. All voted aye.
